It seems that building kdelibs-3.92.0 requires higher version of strigi than currently mentioned in the article. So, instead of downloading version 0.5.1 you may download the newest version from svn repo:
svn co svn://anonsvn.kde.org/home/kde/trunk/kdesupport/strigi
