You can build base KDE 4 libraries and development tools on Windows using:

Windows emerge tool with both compilers (gcc and msvc 2k*).

The following sites are deprecated at the moment and should not be used until you know, very well, what you're doing:

MinGW gcc and
MS Visual Studio.
