I saw your Outdated template - that should be useful, assuming we can get ppl to use it :-D I would like also to have a template to be added when a page has been reviewed as up-to-date enough to add to the Translation system - not sure at the moment as to what we should call it or how to describe it. We could talk about it on IRC.

Then we should get blogging (I know, not the most enjoyable part) - but if you, I, neverendingo and pipesmoker each wrote a short blog promoting their use we could get to grips with this side of things fairly quickly. Organisation of the site is a different question - more about that later.
