You can build base KDE 4 libraries and development tools on Windows using:
- Windows emerge tool with both compilers (mingw/gcc and msvc).
- Build using precompiled packages with both compilers (mingw/gcc and msvc).
- Cross-compile from linux with mingw (still unstable)
