Project Neon has been deprecated. However, KDE Neon is now in [https://community.kde.org/Incubator/Projects/Neon incubation], producing git builds of KDE Frameworks 5 and Plasma 5 on top of an Ubuntu base (15.10 currently; the LTS when it is released).
