Non english locales

Bugs requiring non-English locales should be listed here, along with the locale they require.

bug #123013 - needs testing with an 8bit locale (not UTF-8).
bug #79545 - needs testing with kde4 and konq4 and at least two languages installed, already reproducible in 3.5.9 azuriel
